Unauthorized trash dumping is the illegal disposal of waste, garbage, or construction debris on public or private property without a permit or the owner’s consent.
How to Report Illegal Dumping
Online: Submit a report directly through the Virginia Beach Service Requests portal by selecting “Private property concerns – illegal dumping” or the appropriate public space category.
By Phone/Emergency: If you witness active, major dumping or hazardous material violations presenting a direct threat, call local authorities or emergency services.
- Contact Virginia Beach Police at 757-385-3111 for assistance with reporting neighborhood concerns.
- Ask to file a Code Enforcement complaint and request an investigation.
- Take photos of the dumping site, if it is safe to do so.
- Note that Campus East/Wesleyan Pines is in District 4, represented by Councilwoman Dr. Ross-Hammond.
- Call the Virginia Beach Police non-emergency line at 757-385-5000. Non-emergency contacts are available 24 hours a day, seven days a week.
- Residents are encouraged to report Illegal dumping sites in the neighborhood.
